Naruto was the only person that could stop him. The **** were the rest of them gonna do if Kakashi didn't spare him? Kakashi's knows well that if he didn't, Sasuke would flown up above them all and bombed the shit out of them. The same people that the entire ninja world were helpless against, Sasuke was competing with. Idk why Kishi wrote that line knowing the opposite wouldn't have happened.
