Appearance: Dahlia tends to maintain the image of innocence, knowing anyone will trust her due to how "cute" she is. Generally wearing a white dress, made of silk and with pink frills. She also has a lightly transparent scard she is seen wearing over the course of her days. She has bold red hair, long and held back with braids. She is also almost always seen carrying a white parasol, with a blade hidden inside of it, also with pink frills.
Personality: The best way to describe Dahlia's personality, is that she is a wolf in sheep's clothing. On the outside, she appears innocent and ful of serenity. She uses this along with her beauty to make people (mostly men) fall to her will. However, her true persona lies dormant until she's backed into a corner; pressured into relieving it. This demeanor of hers makes her appear like a demonic deity of sorts. The few people who have seen her true form have described her as being pure evil. To the people of her native village, they have joked that she is what others would see as the embodiment of Kirigakure.

Background History:Not too much is known about her past, other than that she was born in the heart of Kirigakure, as a twin with her sister Iris. Her mother, Morgan was married to a rather successful man in Kirigakure, well off in terms of money, but due to neglect in specific areas, he divorced her and took the twins together. Later, he got remarried to someone who already had a daughter, Valerie. Deciding he didn't want three kids, he abandoned Iris at a nearby temple; an orphanage if you will, leaving Dahlia alone with them. She started to hate her father, and plotted against him from a young age to fight for what she wanted.
A few years later, when she was first able to acquire a sensei to help train her in the ninja arts she requested his services to help her, of course without letting him on. Dahlia used seductive techniques to lure him onto his side, using her innocent demeanor, and pretended to fall in love with him. They both planned on meeting with Valerie to hitch the plan into action, and using something her father treasured to get what she wanted. The plan was simple: with Valerie's cooperation, her "sensei" would kidnap her to one of the dangerous bridges in Kirigakure and Valerie would pretend to put a stop to the nonsense. At the time, Dahlia was 14, as Valerie was in Kirigakure's ANBU unit, being able to help. However, Valerie had betrayed them, tossing a kunai with swift force into the sensei's left shoulder, and threw Dahlia off the bridge. The ravaging torrents would make it seem she couldn't have survived, but somehow she did, and went unbeknownst to everyone in Kirigakure, taking on the new persona of "Melissa Foster".
Five years later, "Melissa" had met up with her sensei yet again, creating yet another love affair with him. She had shared with him a locket, with a bottle of poison inside, telling him that they should both drink it, should they start to feel untrustworthy of each other. Of course, Dahlia being the evil little girl she is, lied about this and started to reveal her true self to him. She had told him many secrets about the people she had betrayed and eventually killed, much similar to Kisame. When the other higher ups of Kirigakure found out and wanted her sensei to confess to her crimes, he couldn't do it and drank the bottle of poison, coughing up blood and eventually having his body shut down.

Not even six months after this incident, one of the higher ups began an investigation on her, to personally find out about her past, and true identity. Diego Armando was his name, and a coffee lover as well. Dahlia having found out about what he was up to, immediately asked to speak to him regarding these circumstances. Slowly talking about herself, and what she was up to, she was waiting for the opportune moment to strike, and pour a vial of poison into his coffee mug. He had started to drink it, when his body began to shut down. Rushed to the hospital, Diego was barey saved, at the cost of his eyesight. Dahlia wandered off to find a new victim, a timid man who he would describe their meeting as fate, and "love at first sight". He was known more commonly as Wright.
Wright had said that their meeting was fated. Dahlia putting on her innocent persona around him had one thing in mind, to get the bottled locket back so she can exact more revenge on people. She was a patient woman, but not patient enough it would seem. Six months after dating Wright, or "Feenie" as she called him got impatient, and decided to take some more poison and give it to him, slipping it into his food without him knowing. However, a bypasser who had taken note of Dahlia's ways had a slight clue to what she was up to, and warned Feenie about her. He defended Dahlia to the extreme, and knocked him to the ground. Dahlia having known this man knew something about her true self, decided to kill him in a swift manner; a fellow kirigakure ninja. She pulled out the hidden blade and used the "lightning sword" technique to end his misery.
Dahlia was yet again, confronted by the higher ups of Kirigakure, for killing this man in such a swift manner. This time however, she was caught out for what she had done and was sentenced to death, just like her many victims. Feenie wouldn't stand for this, and would defend her, even though at the time her "true self" had been revealed and didn't really care for him. However, Feenie demonstrated his love by eating the locket she desired which still had few remnants of poison inside. The best thing was that he was properly treated to immediately, and he was fine. Dahlia on the other hand, wasn't.
It was time for Dahlia's death sentence to come along. Coincidentally there was a new Mizukage being inducted, who liked her innocent demeanor, and cold interior. He was the one who let her go free, granted she used this "gift" of hers to fight for Kirigakure, instead of the people who would just be victims of her personally. He said it reminded him of what Kirigakure was back when it was known as the Bloody Mist: a wolf in sheep's clothing.
Other Abilities:Dahlia has always been adept in lightning based techniques, being her natural affinity and all. Having practiced the art from such a young age, she had developed greatly in the speed of the techniques being performed. At her age, she is capable of performing the techniques faster than someone who wouldn't have a lightning affinity. Her techniques would form much faster than the average person.
Genjutsu
Dahlia, along with her sensing ability has always had a knack for genjutsu, always keeping this appearance up around people, like they were infatuated. It's even said that people who are weaker willed have seen butterflies hover around herself, which help aide in her innocence. Although not much is known about her natural talent for genjutsu, but she is capable of recognising low level genjutsu, should she be trapped in one.
Chakra Sensing
Dahlia has had a strange ability help dormant within herself for a long time, not knowing about it until her older years, which is the ability to sense chakra. Although not as strong as other people in her village such as Ao, she's capable of aiding her comrades with her power, and uses this technique only for Kirigakure's needs.
Although faint due to being covered in make-up, Dahlia bears a tattoo of a teal coloured marking oh her left shoulder, showing that she has signed a contract to summon the buzzard species. Although she isn't too far along in her training, she hopes to master them soon, and learn their secrets into summoning the most powerful of the species.
