Tobirama was a composed individual with a pragmatic approach to life. He believed that, through well-defined rules and laws, many of the world's problems could be solved. In many ways he was a counter to his older brother, Hashirama; when Hashirama would get carried away with his headstrong optimism, it fell to Tobirama to mediate and force a more realistic alternative. Hashirama was typically disappointed by Tobirama's intervention, but he usually agreed without much protest; on the rare occasions he disagreed, it was a sign that Tobirama was getting out of line, creating a mutual balance. Tobirama likewise, despite how often he needed to undermine his brother and his personal opinion that Hashirama was something of an idiot, greatly loved and respected him, and if anything wanted Hashirama to respect himself the same way he and others did.
Tobirama was a firm believer in the Will of Fire, a philosophy that held that all villagers of Konoha were part of a family. Any who threatened Konoha were subject to his rarely-seen but unbridled rage. As Hokage, it was not only his responsibility to protect that family at all costs but also to encourage the disparate villagers of the same view: that Konoha's concerns were more important than their clan's. It was for this reason that he came into conflict with the Uchiha and Madara so frequently, as he felt they too often valued their own desires over others'.This often gave him the appearance of being prejudiced against the clan and its members, but he was in fact perfectly happy to cooperate with any Uchiha that could overcome their so-called "Curse of Hatred"; he believed Kagami Uchiha was a perfect example of this transcended Uchiha.
Though they only know each other for a short time, Tobirama and Minato Namikaze, the Fourth Hokage, get along well. Tobirama was also very skilled in the use of Space–Time Ninjutsu. As its creator, he was able to use the Flying Thunder God Technique with such skill that Minato Namikaze was shocked when he realised that Tobi was more adept at the use of Space–Time Ninjutsu than both Tobirama and himself. Tobirama's use of this technique involves a unique seal of his own which he uses to mark places or targets he wished to teleport to. He was fast enough to deflect one of Obito Uchiha's orbs before it expanded despite it being a shadow clone which were noted to be slower when using technique. Tobirama skills were later further displayed when he was able to teleport both Naruto and Minato while in their respective Tailed Beast Modes on the battlefield. Tobirama along with his elder brother Hashirama and their younger brothers Kawarama, and Itama all grew up in the Warring States Period where they were surrounded by constant wars. One of these battles would lead to the early death of Kawarama, and several other of his clansmen, whose funeral he attended alongside his father and siblings. Hashirama later ended up in an altercation with his father over the senseless killing of innocent children. This led to his father almost striking him again, but Tobirama intervened advocating that Hashirama was grief-stricken. Later, as the three siblings met up, they spoke of peace for the future and Tobirama stated his opinion about ending the conflict by giving the shinobi a code of conduct to stop the endless killing. He later admonished Itama for his way of thinking — which sounded a great deal like the way the adults thought. Some time later, Itama was killed on the battlefield. Some time after this, Tobirama was tasked by his father to find out where Hashirama was disappearing to. When Hashirama returned from one of these extended leaves of absence, Tobirama confronted him, informing him that their father requested to speak with him.

When Hashirama questioned how Butsuma knew that he was meeting with Madara, Tobirama pointed out that he had tracked him down using his sensory abilities, which were far superior to that of Hashirama. He would later accompany his father to where Hashirama met up with Madara; here they were confronted by Tajima and Izuna Uchiha, the latter of whom Tobirama acknowledged by name.As Tobirama and Izuna clashed, unbeknownst to Tobirama, Tajima prepared to land a would-be fatal attack on him, which was deflected by Hashirama who returned to the battlefield. Shocked by this, the two sides reached an impasse, and Tobirama listened on as Madara turned down Hashirama's offer to broker peace between the two sides. He later watched on shocked when Madara manifested his Sharingan. The two sides would part ways from this altercation without any bloodshed.
As time went by and the battles between the two clans continued, on one of these occasions, Tobirama was able to mortally wound Izuna, forcing Madara to retreat from the battlefield with his wounded brother. The next time the Senju brothers encountered Madara again, he informed them that Izuna had succumbed to his injuries and had left him his eyes to continue protecting the clan. Despite revealing that he had acquired the Eternal Mangekyō Sharingan, Madara was still defeated. As Tobirama was about to deliver the final blow, he was stopped by his brother who still wanted to seek peace. However, the jaded Uchiha noted that the price Hashirama had to pay for the Uchiha to regain his trust was either that Hashirama had to kill himself, or his brother.Decrying Madara as a crazed person, Tobirama questioned whether or not his brother intended to kill him. However, Tobirama was shocked when Hashirama — fully intent on going through with this — prepared to kill himself, but not before telling everyone present to swear that the feud between Senju and Uchiha would end. Though the act was stopped by Madara, and Tobirama later watched on as, Hashirama struck a peace treaty with the Uchiha and its then-leader Madara Uchiha and with Konohagakure's creation following soon after. Tobirama never became any less wary of Madara for his actions, and the other Uchiha by extension. After retrieving his brother from what would become the Hokage Monument — notably sparing no word of greeting for, nor even acknowledging Madara — and hearing of the position of Hokage and his brother's intent to give it to the Uchiha, Tobirama noted that Hashirama could not arbitrarily make unilateral decisions like their father had, and that things had to be discussed and agreements reached through democracy. However, during their conversation where the topic of the impending threat of the Uchiha was broached by Tobirama, Hashirama noted that he felt as though they were being watched, but Tobirama noted that as he was not molding chakra at the moment, he had not sensed anything. After the battle between Hashirama and Madara that created the Valley of the End, Tobirama used Madara's corpse in his research of the Sharingan. Madara would later escape and leave behind a copy of himself in the unmarked grave. When Hashirama later convened the first ever meeting of the five Kage, Tobirama apprehended his brother for bowing to the other Kage so easily despite being overwhelmed by the gathering. Addressing the Kage on Konoha's plans to distribute the tailed beasts to balance the power of the nations, he reprimanded his brother once again when he questioned if they could not give the beasts away for free after Tobirama noted that they would essentially have to buy the beasts from them. When threats of war were thrown around, Tobirama looked on stern-faced as his brother tried to quell the arguing Kage, sharing his hopes for the future.
When Hashirama, who was appointed the First Hokage, died, Tobirama was appointed as the Second Hokage. During his reign he was primarily responsible for establishing Konoha's organisational system. He established various organizations such as the Academy, the Anbu, the Chūnin Exams and the Konoha Military Police Force, the latter of which he created as a sign of trust towards the Uchiha who made up the majority of that organization. However, a few members of the Uchiha clan would come to believe that this was just an elaborate way to ostracize them from the village, and its government. This led them to secretly follow the will of Madara Uchiha and decades later, be massacred after plotting to stage a coup d’etat. At some point during his era, he and the Second Raikage met to form a formal alliance between Kumogakure and Konohagakure; however, Kinkaku and Ginkaku, Kumo's Gold and Silver Brothers, attempted a coup d’etat against them. Tobirama was able to survive in that coup, but it left him near death during the fiasco. He also trained a three-man team of his own, which consisted of Hiruzen Sarutobi, Homura Mitokado, and Koharu Utatane. In the anime, another one of his students was Kosuke Maruboshi. On one mission during the First Shinobi World War, Team Tobirama alongside three of his other hand-picked elite ninja: Danzō Shimura, Kagami Uchiha, and Torifu Akimichi, found themselves surrounded by twenty elite Kumo ninja known as the Kinkaku Force. Tobirama then realized that the only way any of them could escape alive was for one of them to be a decoy and sacrifice themselves; therefore having faith that he had trained his students well, he chose to sacrifice himself after he selected his prized student Hiruzen for the position of Third Hokage. Homura and Koharu would later become Hiruzen's advisers. After giving the title of Hokage to Hiruzen, Tobirama went off to fight the Kin-Gin brothers.

Description: A simple yet effective Ninjutsu technique, Minato will dash in a burst of raw speed and jump, run or dodge an incoming attack. This is done by taking advantage of his enhanced reactions and his fast intellect when perceiving an attack and combining it with a burst of pure movement speed. Off course this can only be used on a battle ground that enables it and never mid air. It has some limitations though as Minato himself doesn't have a high movement speed but its still enough to mimic what can be described as an "instant" movement. Because of this, if the user wants to dodge or evade attacks from faster bios such as Raikage bios or EIG users, he needs the use of his space time techniques. The technique also has some limits in the movement it can produce, which are overall linear, lacking the ability to produce intricate and complicated movement patterns. Doujutsu users (at least 2T for Sharingan), Sensors or EIG users/masters as well as users with high reaction/reflexes or senses will still be able to track the user although, in some cases, become unable to react.

Description: The Mutually Instantaneous Revolving Technique is a technique which requires two persons that are able to use the Flying Thunder God Technique or two clones. As the users swap places, they can bring with them anything that they are touching with them, including some techniques such as the rasengan. The technique can also be used on inanimate targets instead, by first marking oneself and then the target, using the technique to switch places with the target.

Description: A complex Space Time Ninjutsu technique, the Flying Thunder God Technique works almost as a summoning technique. The user basically teleports himself to the location of a given seal mark. This seal mark is place by the ( Fūin Hirashin no Jutsu ) - Seal of The Flying Thunder God technique and can be placed in anything. Normally used in special kunais, thrown by the user, the technique can also be used to teleport to any thing marked with the tag. The technique is not a movement technique but rather simply a pure teleport technique.
Note: Only Minato and Tobirama bios can use this jutsu. It is unavoidable unless with space/time ninjutsu and can only be used 4 times per battle
( Fūin Hirashin no Jutsu ) - Seal of The Flying Thunder God technique

Description: This is the technique through which Senju Tobirama and Namikaze Minato apply the sealing formula, that will allow the use of their trademark space time techniques, to any desired object through physical contact and allowing him to teleport to that desired location through the Flying thunder God Technique and the use of its variations. While Minato carries with him multiple kunais marked with the seal (making the core aspect of his fighting style which revolves around the use of FTG Kunais), Tobirama doesn't. To use the Flying Thunder God technique on kunais, Tobirama has to apply the seal to them though through one use of the technique he can mark up to 5 kunais (this is valid only for kunais and other basic weapons, not enemies or other targets of the seal).

Description: A simple yet effective Ninjutsu technique, Minato will dash in a burst of raw speed and jump, run or dodge an incoming attack. This is done by taking advantage of his enhanced reactions and his fast intellect when perceiving an attack and combining it with a burst of pure movement speed. Off course this can only be used on a battle ground that enables it and never mid air. It has some limitations though as Minato himself doesn't have a high movement speed but its still enough to mimic what can be described as an "instant" movement. Because of this, if the user wants to dodge or evade attacks from faster bios such as Raikage bios or EIG users, he needs the use of his space time techniques. The technique also has some limits in the movement it can produce, which are overall linear, lacking the ability to produce intricate and complicated movement patterns. Doujutsu users (at least 2T for Sharingan), Sensors or EIG users/masters as well as users with high reaction/reflexes or senses will still be able to track the user although, in some cases, become unable to react.
Note: This version can only be used by Minato and Tobirama bios once every 2 turns, a maximum of 3 times.

Description: The Mutually Instantaneous Revolving Technique is a technique which requires two persons that are able to use the Flying Thunder God Technique or two clones. Both users will mark each other with their respective seals which grants them the ability to use this technique to switch their positions at any point in time during a battle. As the users swap places, they can bring with them anything that they are touching with them, including some techniques such as the rasengan. The technique can also be used on inanimate targets instead, by first marking oneself and then the target, using the technique to switch places with the target.

Description: A complex Space Time Ninjutsu technique, the Flying Thunder God Technique works almost as a summoning technique. The user basically teleports himself to the location of a given seal mark. This seal mark is place by the ( Fūin Hirashin no Jutsu ) - Seal of The Flying Thunder God technique and can be placed in anything. Normally used in special kunais, thrown by the user, the technique can also be used to teleport to any thing marked with the tag. The technique is not a movement technique but rather simply a pure teleport technique.
Note: Only Minato and Tobirama bios can use this jutsu. It is unavoidable unless with space/time ninjutsu and can only be used 4 times per battle
( Fūin Hirashin no Jutsu ) - Seal of The Flying Thunder God technique

Description: This is the technique through which Senju Tobirama and Namikaze Minato apply the sealing formula, that will allow the use of their trademark space time techniques, to any desired object through physical contact and allowing him to teleport to that desired location through the Flying thunder God Technique and the use of its variations. While Minato carries with him multiple kunais marked with the seal (making the core aspect of his fighting style which revolves around the use of FTG Kunais), Tobirama doesn't. To use the Flying Thunder God technique on kunais, Tobirama has to apply the seal to them though through one use of the technique he can mark up to 5 kunais (this is valid only for kunais and other basic weapons, not enemies or other targets of the seal).

Description: A sword held by Senju Tobirama, the Raijin no Ken is made of a hilt which releases lightning natured chakra which forms a blade of pure lightning energy. It is so focused and dense that it manifests and behaves as a physical sword. The sword uses the owners chakra to produce the blade and discharge lightning attacks. The blade, when used for physical melee attacks, adds +20 lightning damage to Kenjutsu techniques and can discharge unfocused lightning, A-Rank, short to mid range in large arcs. To do so, the user swings the sword towards the target, producing the discharge which ravages towards the enemy. This can only be done once every two turns and counts as a move. The sword is not indestructible, being resistant to only up to A-Rank techniques. But, if destroyed, can be recreated after one turn unless the hilt is damaged.
