Thesis: Itachi Uchiha can defeat Sasuke Uchiha at Mountains' Graveyard without his mangekyo sharingan, if Sasuke Uchiha does not use Kirin or Yamata no Jutsu.
This is a debate of Itachi Uchiha and Sasuke Uchiha in their respective states. Here are data book statistics [3] on both of the contestants. The data book was published after volume 44 (volume 43 is the Sasuke vs. Itachi fight), therefor accurately reflects that statistics and standings of Itachi Uchiha (Sickened, Distorted Vision) and Sasuke Uchiha (Hebi)

In addition to Itachi's close ranged Jutsu Itachi can almost instantly produce a clones at close range and in a manor that is undetectable even by a sharingan. As shown below Itachi can easily detonate explosive clones that Sasuke has mistaken as Itachi himself, Itachi's clones can also stall Sasuke as Itachi performs counter measures for Sasuke's Ninjutsu, as well as serve as a counter measure for Sasuke's fire and Raiton Jutsu, if the explosive clone is water based.

They are jonnin level police and most likely specialize in criminal suppression. Itachi is able to defeat all 3 of them with one motion, rendering them completely defeated. Seeing this, it is safe to assume that Itachi's speed surpasses the majority of sharingan perception, seeing that not one of the three was guard Itachi's attack.

It is stated here by Kakashi that Itachi's handsigns are so fast that his sharingan cannot keep up with them. Not only is Kakashi a sharingan use but has had the sharingan longer than Sasuke has. This will make it a simple task for Itachi to counter Sasuke's Jutsu's before they can strike him.

While Sasuke was able to overcome Itachi's Tsukuyomi, Itachi is still superior in this field, as Itachi has been shown to cast Genjutsu almost instantaneously, because Sasuke lacks in knowledge of many of Itachi's methods, he is also extremely susceptible to being caught off guard by his Genjutsu. Example of such Genjutsus are: Ephermal (Finger Genjutsu) Demonic Illusion: Mirror Heaven and Earth Change and Demonic Illusion: Shackling Stakes Technique. Even with Sasuke's Genjutsu prowess Itachi can easily trap Sasuke in one of these Genjutsus, once he has entered a Genjutsu, Itachi can physically attack Sasuke.

Stamina
Itachi's worst weakness is his stamina, but as Itachi has shown, even at 30 percent he can easily manage his chakra. Itachi has only been shown to become fatigued when he uses his Mangekyo Sharingan, on both accounts he has been shown to use three or more techniques consecutively. Now that he cannot use his Mangekyo Sharingan techniques, he will be able to sustain his energy at a possibly greater rate than Sasuke. Seeing how Orochimaru and the cursed seal of heaven cost Sasuke substantial amounts of chakra, even after using 4 MS techniques Itachi is still shown standing while Sasuke in exhaustion relies on his Yamata no. Jutsu.

Conclusion
Without Kirin, (Itachi without MS) Itachi has counters for roughly all of Sasuke's offensive attacks, as well as the ability to sustain his lower stamina longer than Sasuke can with his higher stamina, Sasuke is beaten in every field besides long range Jutsu, in which Itachi has sufficient counters for. The Kotoamatsukami of Itachi's crow ( had it at the start of the battle conflict between Sasuke and Itachi) and Izanami (neither the Izanami or Izanagi require MS) are definite kills.

In terms of Fighting his bro we can rule out Genjutsu. Because thanks to his eyes with the Curse mark he will never lose to itachi. On multiple occasions he reversed genjutsu'd Itachi as well as broken out of every non Mangekyo Genjutsu. I shouldnt have to link the obvious (but will if asked).

Although itachi has Water jutsu's; they are low level and can be easily countered with sasukes lightning style. This could be the main reason why itachi never ever ever tried water style against sasuke because he knew it was useless. Remember itachi is the type to willingly waste chakra. Using water style is useless thanks to sasuke lightning and curse seal wings as a defense as well (as seen tanking bombs and fire btw). But if he uses water and waste chakra thats a plus for me!

And as seen from the danzou fight sasuke has amazing stamina even after spamming the fuq out of MS jutsus like susanoo and the others! That shows our stamina and chakra to be very high.

If itachi is Sick, than his reflexes should deter as the time goes by battling at a high level one would assume. But non the less, sasuke has great relexes and has been shown to keep up with itachi!

Dont know why you brought it up. Itachi is the better shuriken user in terms of talent. But sasuke literraly was shown to tie with him!

We know itachi is faster than sasuke barely. But 3 fodder uchihas are no sasuke! bSasuke also has the body flicker tech to keep up with itachi:

**SIgh**..... The finger genjutsu isnt even worth mentioning! Naruto is a scrub and was caught, and while he was caught itachi stood still as in he could move freely because they were voth in the genjutsu (as in he had to determined what will happen in the genjutsu).

1) Hebi Sasuke Has No Knowledge of the Hideout
2) As Sasuke has shown no knowledge of such a jutsu (flood of snakes) , it only pure speculation that he has the knowledge to use such a jutsu. But in the case of this jutsu being used, as a Ninja, itachi can simply proceed up the wall to ovoid being overtaken. With that, itachi simply sends an explosive clone to detonate and destroy the snakes that are now held at the bottom of the pit like worms in a cup.
3) Zetsu, who has been monitoring itachi for quite sometime, as I mentioned before, clearly states that Itachi should have been able to dodge the attack, that being said, Itachi's eye sight clearly worsened from the beginning of the fight, to that point in the battle. It is clear that the us of the MS technique on sasuke caused the worsening of his sight, and therefor, without using it, he would still have only slightly blurred eye sight.
4) Itachi can easily blind manda with his shuriken jutsu, as well as use his own genjutsu to control it.

Sasuke can use this jutsu, but itachi can counter this simply by using his suiton, as stated, his hand sign speed far surpasses even the likes of kakashi, who is a sharingan master. Sasuke will simply end up shocking himself and/or having his attack nullified. Also since itachi has his exposive clones, and as proved, sasuke cannot recognize the difference between the clones and itachi himself, if Itachi wishes, he could create a clone, as sasuke never notices, and ignite it.

Sasuke is helpless against itachi's clones, had it been and explosive clone, sasuke would have been severely injured from the explosion, sasuke will simply be injuring himself ofr trying such tactics.
7) Even with sasuke's rebirth, Itachi will still be able to counter all Lighting and Fire Style Jutsus sasuke can manage to use, and the more he consumes chakra the more Itachi will begin to overcome him.

Even though sasuke has shown to counter Itachi's genjutsu, he still will be caused to pause in his battling. It is most likely that Itachi did not do this in his fight with sasuke because of this.

It is stated above that Itachi was not using his full extent, and didnt want to kill sasuke. The fight would have otherwise have been ended swiftly, as shown here with orochimaru, a character who has a 5 in genjutsu, while sasuke has a 4.

As shown in the databook, It is clear that Itachi is better, in his sickened state, than sasuke in taijutsu, since the databook was made when itachi was in his sickened state. 1. why do you keep bringing up the databook when it isnt relevant in this fight seeing as though the stats are not accurate! They do not list the full abilities to measure by. Such as
endurance, reflex, chakra level (no one is equal to naruto in the manga, but in the data book many ninjas have a 5), intelligence (itachi and many others below him have a 5, does that make them equal???). all the databook is doing is showing you have no real argument. But in this case sasuke has 4, clearly indicating that sasuke is weaker in the field, as I repeatedly said, the genjutsu doesnt have to be unbroken for itachi to wound and kill sasuke.

he can set flame to his shuriken (Hōsenka Tsumabeni) , if that hits Manda in the eyes, he isn't going to be able to see, as well as casting genjutsu.

Sasuke had awakened his mangekyo sharingan in chapter 43, the databook was made after chapter 44. It was included in that analysis of statistics, so respectively, if both of them are stripped, their proficiency should change but remain with the same ratio

Sasuke has eternal mangekyo sharingan while itachi has the regular MS. They used mangekyo sharingan genjutsu not 3 tomoe genjutsu, your base sharingan genjutsu ability scales with the level of sharignan

Itachi injures sasuke with a clone, then uses a fire or shuriken jutsu before he can recover, itachi controls manda (genjutsu) and uses it to injure sasuke, itachi takes control of any snake sasuke is using and causes it to attack him, itachi uses a genjutsu to stall sasuke while attacking him physically, Itachi uses a water style jutsu to overpower sasuke following with a fire jutsu to injure him before he recovers from the jutsu, Itachi uses KA Via his crow or Izanami. All of these are plausible victories that can be completed because of itachi's superior intellect as well as movement and hand sign speed.
