This is possible by during the combination process the user causes the atoms within the technique to slow down and stop, making the reactions that give off heat cease and therefore the plasma becomes extremely cold. Due to the amount of concentration and chakra control it takes to use this technique, the user's usage of the plasma element ceases for the rest of the battle.
