With shape and nature manipulation, a wave of water emerged from thin air without warning, crashing into the man and sending him to the ground as Ashitaka closed the gap, nearing four meters.

This was the technological breakthrough the enabled the armor to function as a second skin for the ninja. Not only does it allow complete control over the armor through chakra pulses and chakra control but it also allows the user to release techniques that would otherwise be released from his skin or his mouth, etc from the armor, something that negates any limitation to the users ninjutsu usage, specially elemental.

Sensing the water and the man begin to make his way towards him as the water is being formed, the powerful saiyan's expression changes not. But as the water takes form and moves to strike him (im going to assume theres some sort of gap between me and the water since you didnt say) Broly manipulates his bladed left and right leg chains to cut the straps holding his leg weights in place and causes them to fall backwards off his legs. As they even begin to fall, Broly runs away from the water and towards you at great speeds in order to dodge your water attack. As he does so, a golden aura envelops him as the shroud of Satsui no hado takes hold.
At the same time, Broly uses his lightning specialty and the advanced chakra control granted by the spirit reaper to create a ball of lightning in his right hand that he lazily swipes in the air. This action releases countless senbon of lightning towards you, thousands upon thousands that each absorb keigoku as they travel. Due to the the both of you running towards each other (Broly doing so at a speed untrackable to you) the senbon would be released in short range of you, thus making the move very hard to dodge. Hundreds of small lightning senbon would fill your entire body and the total senbon will cover a range of 7 meters in all directions going forward. Due to his speed, the creation of this technique would be almost impossible for you to even see.

Description:
The user stops, bends over to reach his legs and unstraps his leg weights, dropping them to the ground. As a result the user gains a drastic boost to his running speed (doubles) and +20 to all his Strong Fist Kick-related moves. However, this boost in strength and speed is completely nulified when releasing the EIG or when using any kind of movement speed enhancement technique or weight manipulation technique; they don't add up on eachother.
As Ashitaka manifested the suiton right next to the man, the man somehow had enough time to take off the straps to something on his legs with his bladed weaponry before the water hit him. Immediately after, with Ashitaka still running in an arc towards the man, he turned into a blur. Without hesitation, Ashitaka activated his level two stimulants in his armor, effectively doubling his speed and in result was back on the same level of speed a his opponent. Not only this, but the gap between the two would close in absolutely no time at all given their current speeds, as well as ruin his opponent's plans due to Ashitaka's newfound power. As the gap closed, knowing there was no time for ninjutsu, Ashitaka raised his left knee as he jumped off his right foot, hoping to catch the opponent's chest/chin area by surprise.

Okay, I was asked to check this:
First of all, Broly removes his Leg Weights with his chakra chains mentally (an ability of his CFS).
♆Moving the ropes to deal basic damage or deflect basic weapon attacks (Kunais, Shurikens, etc) is possible in free form, although lacking real damage capabilities
♆Constant placement of the user's chakra in the cords/ropes grants the user complete control and freeform manipulation of the ropes.
That's from the CFS, so Broly indeed did it it right. (Just in case you were wondering >,>)
After that:
So as his chains cut off the Leg Weights in free form, Broly creates the Lightning as he dashes forward, only to release when he is around short range of you. Now Penguin retaliates by the fact that Broly becomes a blur and immediately activates his armor, which doubles his speed (Leg Weight level)
Now here's the problem. Penguin, Broly performed that Lightning technique simultaneously as he took off, allowing him to release them with great speed as he made his way to you, and though I do say you can activate your speed, by the time you do, Lightning senbon would have hit you or be extremely close to you, and Broly would be extremely close to you too. This is because, you first acknowledge Broly turning into a blur. This means he already took off the straps plus started his Lightning technique. You now activate your speed, then are you able to track the faster Broly who had at this time, released the Lightning senbon towards you. Also, from the Seven Swordsman of the Mist thread:
♆It allows the user to preform all his handseals for basic elemental ninjutsu at a faster rate.
So his sword also adds a plus. Since Broly took off and simultaneously started the Lightning technique, he threw it a few moments later. Also, the reason why I say this is because Broly specializes in Satsui no Hado, which also adds bonuses to one's speed (not going to work that out fam), still giving him the upper hand, even after you activated your armor speed. As for the Nekura thing:
♆Once the Nekura casts this technique, it generates a small portal in front of him. From then onwards, whenever he shoots out a technique from him or from in front of him, a little Keigoku goes from the portal into the technique.
Though it is a bit iffy how Broly ran (/), and the way the technique is described (he created it in front of him). I hereby say that the senbon contain no Keigoku. This is because you say you released the Lightning senbon entering close range of Penguin, which means you would be quite some distance from the portal now due to your speed, thus they are only Lightning based which causes paralyses and numbing effects.
Verdict:
Penguin is hit by normal Lightning senbon, having already activated his enhanced speed with the armor, and Broly is extremely close to him, having followed the path of his Lightning senbon too. Its Broly's move now.
