In both situations? Seems Logical that Fire Specialists win in a Pool of Water with Water Specialists.

Situation 1 its 50/50, but you're seemingly tipping the balance with Sasuke and Itachi.

Situation 2, without a doubt goes to the Hozukis. Merging with the water would create giants, dwarfing the entire clan. Water's elemental strength against fire seals the deal.

People might claim Lighting > Hozukis, but fusing with a large body of water ensures the charge is dissipated effectively. Even then, its stated to have little land, do they intend on shocking themselves ?

This is under the assumption that a good amount of Uchihas specialize in Lighting, something which isn't the case.
