What people dont realize is that on a basic level Naruto isnt trying to kill Sasuke so his attacks lack that brutality and will whereas Sasuke's attacks dont have this and yet at best he is matching Naruto.It isnt a fair match and yet Sasuke cant beat him.This should tell you something

Hmm, so i guess Sasuke essentially tried to do the same thing as Naruto - since he was out of chakra, he tried to get some, but couldn't.
