In short, there is a well known theory about One Piece only being achievable for someone with the will of D.
Shanks wants One Piece, but he hasn't got this will, and thus he needs Luffy to obtain it, so he can steal it from Luffy. Why else would a man like him lose an arm to some weak ass beast to protect a silly little kid? We know how well Oda plans his story. He could easily have thought out much of this even from chapter 1.
