Hagoromo spread Ninshuu across the entire planet, he became a priest and a god. He created Ninshuu. But in the course of Naruto we have NEVER seen any records or books or anything from Ninshuu? Not even a mere mention of it?? Not even from the likes of Hiruzen, who studied the history of the entire world and was scholar.
So where are the traces and proof that Ninshuu existed? Nowhere! Hagoromo did a crappy job of spreading his religion i must say.

I call plot on this. Kishi didnt intendt to bring Ninshuu into the manga before very late. Thats the reason.

Hagoromo died and the people turned it into Ninjutsu. I 'd say they, Indra or the Uchiha clan wiped all the records out save for those on the Uchiha tablet.
