I don't recall Hiruzen making those orders, I remember Danzo going behind Hiruzen so he doesn't know. Hiruzen didn't threaten to close down a orphange, that was all Danzo. Hiruzen wanted to negotiate with the Uchiha, but Danzo was the one who wanted to eliminate them.
