How do any of his bombs get passed rotation and Byakugan which detects chakra, Neji could still see the chakra in the nano bombs so no bomb could really sneak him.

I feel like you're really handicapping this in favor of Neji which is weird because I'd give him a good chance without all these buffs and restrictions. He should be able to see the chakra in the nano bombs they way Sasuke was able to see them with Sharingan so that shouldn't be an issue...
