Surge of evocation or what I read of it is essentially pure prana that can transport things to the throne on a chakra vs chakra basis. It can also transport clan members but not other living beings it instead gives them frost burns or freezes them depending on rank.

I know that prana is linked to something like an alternate dimension called the throne and it allows you to drag things to the throne. Other than that I don't honestly know a great deal about the clan history.
