Kakuzu wins. Tsunade is strong, but I don't think she can actually apply her strength against Kakuzu. She's a relatively sluggish and close range fighter, and I don't see a world where she wins like that. Kakuzu's jutsus even double as tools to create distance because they'd probably push her...
