Yes. I doubt they'd bother sending Kizaru if he couldn't scratch a yonko. I wouldn't be surprised if Kizaru's DF is actually more destructive than Akainu and Aokoji's(? that's his name i think).

When Big Mom looks like she's finally achieved freedom, Kizaru will appear from nowhere riding atop a cannonball and fry her brains with a laser blast. I'm not sure when, but I'm 100% sure their appearance will be related to screwing her over specifically because Oda hates her.
