Well the first two ranks (Genin and Chunin) are restricted to 5 seals; where as Jounin and the higher ranks lose two hand seals as they go higher in the ranks. Dragon Ninja and above can perform it B rank and below without the need of handseals. At the rank that i am at it limits me to C ranks
