the markings on his cheecks r from the nine tails, however the markings only show on the faces of those who have used the kyuubi chakra, ex. naruto, the cloud brothers. kushina never used the nine tails mode therefore she does not have the whiskers. P.S. cloud brothers were eaten by nine tails...
