Sorry your right Suigetsu is from the mist not rain. But I don't think Sai's origanoly from th leaf.

Suigetsu is from the village hidden in the rain. And he can manipulate water as his normal jutsu. The dosent have to channel nature chakra when he uses his jutsu... Sai art jutsu is kindda the same he manipulates water (his ink) with out channeling nature chakra... And I don't think he's from...

I'm not sure if any one brought this up b4. But dose any one els think that Suigetsu might be Sai's brother?
