Shikamaru is in a select few to completely take on an akatsuki member (Hidan) and win with not being totally wiped out. Yeah he got wooped the first time with his team but then fought Hidan when he was full strength since he's immortal.....so that's gotta make him at least top 6 right?

Think about it....Tobi's plan is to control everyone with his eye of the moon and essentially finally create peace. In his eyes this is the only way to create PEACE. The members of akatsuki wouldn't be willing to risks their lives for no cause....they are fighting for peace because of the damage...
