I think Naruto dodging Ay's fastest punch puts him solidly in #2. Also Lee and Gai should be on this list before Sasuke and absolutely before Haku. He can teleport using ice mirrors but it still takes time to create. It's not teleportation in the same way Flying Thunder God is.

Ya, I think Lee has this pretty easily. The only thing that would potentially give Naruto the edge would be Frog Kata, and in Sage Mode he's probably more physically powerful. But even with SM I doubt he's faster than even Lee's base speed, and once he goes 5 gates, potentially 6 or even 7...
