The reason that Kakashi and Tobi have the same ability is that theyre from the same set of eyes. Kakashi got his from Obito, and Obito became Tobi at some point. All he did was drop the second O (this symbolicly stood for him losing one of his eyes) and rearanged the letters in his name.
