How does the Ten-tails reach its perfect form without the other tailed beasts? or without the rest of the tailed-beast chakra?

Well, I don't really understand why does the Rinnegan lose the abilities the Sharingan has for Tobi when Madara was able to use Susano'o with the Rinnegan. Also, if the Rinnegan doesn't lose Sharingan abilities, why wasn't Tobi able to awaken it? Why can Tobi only be untouchable for 5 minutes...
