Nope, the lynch isn't randomised between the players if no one votes. If one player has a vote an no one else is voting, this will make the voted player lynched. No Lynch isn't expressed in the OP but when wagons have equal number of votes there helps RNG.

The reason to vote a player should be your own scum read, not because you sheep other's votes ... I never say i prefere no lynch and a wagon who is just growing and secures a lynch so early in the day shows wolves are content with the lynch because most probably none of them it's in danger. Also...
