Chiidori is a complete jutsu.. Rasengan is not.. They both have different properties.. Chidori peirces and its power is concetrated in one instance.. where as rasengan grinds at you and seems to give of a pulse sort of effect.. take the damange to the water tanks as an example.. its not...

if there body is completely blown to bits do u think they can regenerate ?... they arnt majin buu where there body parts magically crawl back together .-.
