Really he hasn't done much. Danzo was a wanted criminal by the other nations, he helped stop edo tensei (a feat onoki said would make whoever did it a hero to the world) and killed multiple akatsuki members. Aside from a few samurai, he also hasn't killed anyone else. I think he will be forgiven.
