Because when Naruto subjugated Kurama, he placed the new seal called "Torii Seal" in chapter 499. Kurama even stated "This is the Sage of the Six Path's...!!" but he never finished. That seal creates a Rikudou Sennin like appearance because it may have been used to seal Juubi.

I prefer Naruto's BM over the other forms. Also to add to what you said, if Naruto went full nine tails, that means he cannot perform any of his own techniques such as Rasengan variations and Kage bushin. He also cannot perform his "Yellow Flash" speed feats as well. Naruto going full Nine Tails...
