No he has a specific passive denoting that he will investigate guilty. Its ambiguous on the part of the host as to what that guilty is (one would assume Niflheim aligned, as scanning as Ardyn aligned would be self explanatory), but lets say that passive didn't exist, he would scan as Ardyn...
