They are both in top 5 strategists, they both have powerful jutsus, ultra fast reflexes (Minatos reflexes could arguably rival those of 2 or even 3 tomoe sharingan) and only reason why one would win in 1vs1 would be by luck.

I've been watching old episodes and i was thinking if instead bringing fodder ninja back to life with Edo Tensei, Kabuto bought Jiraya back, It could finally give some closure to Jiraya-Tsunade, even if its just in a filler.
