you have to take the eyes before they decompose and preserve them someway. tobi did and danzou has like ten eyes that function properly because of this action

shisui has the best genjutsu. sure its once every 10 years for each eye but at the same time it's the one jutsu that makes the opponent do whatever the user wants without them even knowing that they are in a genjutsu
