Basically Madara and Obito are in joint custody of the Juubi. They are applying the concept that two minds are better than one. I mean with the two of them together they still do nor have comolete control over the Juubi....Madara mentioned it when the Korotsuchi guy caused the Juubi to fire...

Madara is above Shikamaru in manipulation and battle expirience. But overall Shikamaru is smarter in intelligence
