Well, it 'fills' the story/character development (somethimes neither lel) but it doesn't affect the main story. I'd say its a matter of personal opinion. In the end you decide whether you want to count a filler as part of the story or just ignore it. I personally prefer not to consider fillers...

Besides having different components, they seem pretty much the same to me. Iron Sand is used to form the perfect weapon for every situation and can render puppets useless, but can't Gold Dust or even regular sand do the same? Anyway, can anyone explain me? Thanks!
