Shikamaru has 24 and defeated Hidan who has 31.5, who would've defeated Asuma easily (who has a 32.5) if not for Shikamaru. Baki has a 4 in ninjutsu, 3.5 in intelligence and a 2.5 for stamina. These don't represent a kage level shinobi imo.

That only happened in the anime, i think. I don't rememeber seeing a fist covered in chakra as a result of using CES in the manga. If you're asking if she can use CR or Byakugo, at this point i wouldn't be surprised if she could, but that cannot be answered without speculating.
