Shisui had a great technique. Itachi has been shown to have great skill with great techniques. Based on what we've seen and what we know,Itachi should be the logical choice. Shisui is the logical choice if you only consider hype.

It is stated in the Manga that stories often make things out to be more impressive than they are. Either way,Shisui certainly has the most powerful Genjutsu, but it doesn't make him the best.

It is certainly one of the best techniques but has the biggest drawbacks. Also,neither of those 2 characters have that Jutsu.
