Obviously Kaguya if you include every woman in Naruto. Edit: Not including Kaguya, probably Sarada and Himawari in the future. And from the original series definitely Konan who is also underrated in my opinion.

I wish we saw more of her. A spin off set back in the early days including her would be cool. I'm sure she was pretty powerful and you're right Madara hinted at her talents.
