My take is that after he took away all the chakra and divided it into 9 portions , he used each portion to create a tailed beast ,but since he was old and near death , his Banbutso Sozo wasn't as powerful as when he was a Juubi's Jinchuriki , so that's why the tailed beast were created in child...
