Well. Madara gave his eyes to Nagato when it was at the Rinnegan stage and since he didn't awoken on his own he can't switch to the Sharingan. Take Kakashi as an example....Kakashi can't ever go back to his normal eyes and that's why his 3 tome Sharingan is on at all time.
