He didn't extent his chakra, he gave Chiyo a bit of his life force. This honestly makes no sense at all. (1) you need to have the yin seal to remotely heal through Katsuyu. (2) what implies that Sakura didn't return the shinobi she healed to full power? (3) what is the point of your reply?

(1) Sakura was able to transfer her seal onto Obito's entire body in order to transfer chakra to aid his teleportation technique. (2) Sakura can channel her chakra through Katsuyu which allows her to heal thousands at once. She used her seal and its chakra in both of those examples.

No but it does amplify the users ninjutsu techniques, specifically medical ninjutsu.
