yeah,they can switch from MS to three tomoe,it was shown a lot of times before.as to back to 2 and 1 tomoe probably not,because MS is a power kind of separated and stronger than normal sharingan so you can separate the two and choose which to activate.but as too going back to 2tomoe you cant do...
