Anbu arent that bad. They just have to fight people like Kabuto or Orochimaru. If they fought Naruto and co. They would of destroyed them in the beginning. Anbu also seem the most ninjalike out of everyone else.

I think its like a tier system. Rinnigan has its own techs that were unlocked by Nagato. He didnt unlock the three tiers below him because he was stuck in the final tier.

And I'm not sure Kakashi is that fast. Sure the Sharingan gives you the ability to copy moves but it can't make you fast enough to do them.
