Jiraiya only made quality ninjas. All his students where in the level of kage and could easily defeat the students of the others without breaking a sweat.

You shoukd of thrown Hiruzen in there just for fun all his students were Kage level. But yea Jiraiya is by far the better teacher. Orochimaru and Tsunade have huge personality flaws that dont permit them to be great teachers.
