I get that it is a kekkai genkai, but the whole idea doesn't make a lot of sense. There are instances of ninja from different villages, with no known connection, being able to use some kekkai genkai. Why is that? I am not trying to be rude. I am actually asking why that is. I just don't get how...

It isn't very clear what the restrictions are for mixing elements. It used to be bloodline, but it isn't anymore.
