Well the similarity is still the exact same because their is a rasengan inside of the shuriken. It is a TBB with less chakra and an affinity so abundant not even the sharingan can read the amount of mini slices. So it is still the same kinda move just not as much chakra :D

Well we would need more info to see them at a molecular level.. Because does it require chakra to do this? Or. Either way. When it expands it would push the water in all different directions so unless surrounded by water he would have to gather the water to re solidify am i wrong?

It attacks at a molecular level. It may not destroy their body but they would no longer be able to use ninjutsu as it kills nerve endings. Interesting thought but for them to do anything in that state there must be chakra therefore they would survive but their couldn't use ninjutsu.. Maybe not...
