Having Power to protect others makes u stronger whereas hatred just gives u strength for a period of time sasuke base his power on hatred so hes the weak one.
If a sharingan user was hokage i dont see how calamities will befall konoha for example if maybe the uchiha police was around orochimaru wont dare invade konoha and pain would have had a hard time to destroy it(but pain would have eventually)
