I was wondering the same thing. If it was a manga chapter i'd say "flashback in 3..2..1..." but since the anime moves much faster i doubt we will see a flashback showing why. Somewhere along the story though i guess the 4th raikage dissapointed the 3rd someway enough to not be granted it.
