Now, I have made plenty of animated sigs and avatars before for this site, I know how to make them, save them, ect. But when I go to upload the image, (it is under 500kb, and the right size required), it uploads, and shows up, but the only problem is that it is not animated, but yet I upload it...

Kage Bunshin is limited to the users chakra, Naruto can only make 100's of clones due to the 9tails chakra. Sai's drawings are pretty much like summons if you think about it. Most likely a bloodline skill. Ino's Shinteshin Also a bloodline skill.
