If Naruto is suppose to be one fatest shinobi in this manga(if not the fatest)...why in his fight with Tobito he seems to move slow? I mean...compared with the speed he shown against Raikage...he just seems slow...dunno if it's only me. Also, I used search bar, sorry if this have been made before.
