    I don't think it was a bad choice to pick Hiruzen at the time but Hiruzen made a lot of mistakes during his reign. Out of Toibrama's group he seemed the most "worthy". I still think he was the worst hokage during his own reign lol

    Hiruzen was the worst hokage. If anything he should have killed Danzo himself instead of let him do whatever he wanted.
