I want you to read that panel again. It begins with them speaking of the kyuubi. Then Kisame brings up Jiraiya. And Itachi calls attention to the fact thaat everyone has weaknesses.

It wasn't plot. It was a reading mistake, Itcahi was referring to the nine tails. And yes he could simply end it with amaterasu. Itachi neg diffs all the saninn.
