If Naruto shot Multiple Bijuu Bombs at him, He could literally swap with every Bijuu Bomb until he was close enough to Naruto and then Swap with Naruto so he could get hit with his own Bijuu Bomb.

It's like he was about to end the series with everyone happy and whatnot but then he remembered Naruto and Sasuke had to fight so he made Sasuke seal the beasts to give Naruto a reason to fight him.
