I suggest any Bijuu, main ability rule or Specialty changes be proposed to me first. I worked on those heavily to balance them within the game and allowing higher/stronger power combinations with those will only hurt. Numbers will need to be retweaked, entire abilities altered or removed and the pathway layout itself changes with the more abilities a Bijuu can have in addition to the Pathway itself. The more it has access to, the weaker the core skill will become as a tradeoff.
I dont want to discourage creativity or change within the rules, but rule changes arent always as simple as "well i dont like this, lets update it" or "this feels like it should be allowed". A lot of aspects of the game must come into account when designing changes, especially all the ways things can (and often wi) go wrong from a change.

flips the Speed Chart open on the bar counter
It follows jutsu speed, not your own. The Jutsu Speed section of the chart says any ability that produces techniques that travel starts at an E rank speed of 3 and scales up by 2 per rank, unless the technique or ability itself notes otherwise. A palm-launched air blast counts as traveling.
So it uses the AN/Universals column:
- E 3, D 5, C 7, B 9, A 11, S 13, Forbidden 15
Take the rank from the Vacuum Palm entry in the Hyuga clan thread, and check that entry for its own speed note, since that would override the chart.
Source: Speed and Tracking Chart, Jutsu Speed. If Gentle Fist ever gets a special ruling, Lord of Kaos has the last word.
